Would it be correct to say that עלי with the correct prefix (i.e. עליכם, עליך, עליו, etc) is "about (whoever)"? i.e.

עליך - about you
עלים - about them (pl. masc.)

"about them" plural masculine is עליהם not עלים.

In answer to your question, yes, you could use the different forms in order to say "about me", "about you" etc.
