I could (hardly/rarely/seldom) hear his voice

Dear native English speakers,
Would you help me, please?
Which sentence would make sense?

(a) I could hardly hear his voice because of the noise.
(b) I could rarely hear his voice because of the noise.
(c) I could seldom hear his voice because of the noise.

In my knowledge, all the sentences are grammatically all right and
(a) is a little different in meaning from the others. Am I right?
