The following is of my own making.
Here, "say" means "think."
1. I must say it is so kind of him to help me in buying a new car.

I'd like to know if I can replace "say" with "think."
Thank you in advance for your help.

    You can't replace "say" with "think", but you can replace "must say" with "think".

    Your version with "I must say it's so kind of him..." doesn't work well, because "It's so kind of him..." is an exclamation.
