as usual the context is very important. I believe some possible translations are:

1a) Mi è necessario dimenticarlo.
2a) Mi è necessario dimenticarti.

1b) Ho bisogno di dimenticarlo
2b) Ho bisogno di dimenticarti.

I don't think it is a "dovere", but as I've already said the context is important.

We use "te lo devi dimenticare" to give an order. For example when your father doesn't like at all your boyfriend. Whereas the other when only you decide that the person must go out of your heart.
