I suggest you are using the 'equals' sign wrongly in this sentence, since it is clear that you think one yuan has the same value as 15 American cents (15 hundredths of one dollar).
If \$1 dollar=1 Chinese Yuan, then 100cts=1 Yuan.

You could read that as I think there are zero point one five American dollars to the Yuan. It would be more natural to say fifteen American cents, which is typically written US\$0.15.

I don't think it would normally be said like that. You say how many smaller units are in the larger unit.

There are 6.67 yuan to the dollar.

There are 1.3 dollars to the pound.
