I wish I could go

If I say: "I wish I could go to your party", am I saying that I cannot go for sure? I'm not sure whether I'll be able to go or not.. how could I say it in this case?

    Mm, If you wish you could go, this implies that you can't. I would try something like "I hope I'll be able to go to your party..." it kind of hints at "but I"m not really sure..."

    The thing is that the chances of not going are very very high..

    I think I'd like to go but I'm not sure if I'll be able to is better.

    I agree with Charles and bartonig. When you say "I wish I could" you're conveying that you can't, so there's no qualifying it with "I'm not sure..."
