IDB-the Infecious Disease Branch of Royal Perth Hospital - where Frank has first been sent for rehabitation, was a much larger affair than the Golden Age.

What does "affair" mean in the above context?

    "Golden Age" here is the fictional Golden Age Children's Polio Convalescent Home in Perth, Australia. Frank, a teen-age refugee from Hungary, is sent there for rehabilitation in 1954. Apparently IDB was much larger than this convalescent home, which we'd probably call a rehabilitation center today if there was still a need to rehabilitate polio victims.
