    I would say "at a building site" rather than "on a building site".

    I don't believe the sentence is accurate, but perhaps that is not the point of this thread.

    In any case I would be OK with, "The pulleys and tackle-blocks needed for controlling the sails are identical in concept to those used for hoisting up heavy loads on scaffolding or cranes on a building site."

    (They are very different in execution, however.)

    I think that adding the "in concept" addresses the issue of the "at" that Englishmypassion brought up.
