Hello guys. based on the ‘if conditional’ sentences, I can’t find one of the conditional fits for the sentence below. Would someone like to share with me why the sentence is correct if it is correct? Thank you very much.

Hong Kong Tourism Association executive director said the administration would have to act quickly if the code is to be launched before October 1.

    I don't think it's a hypothetical 'would' there. It's just the reported version of 'will': the administration will have to act quickly if the code is to be launched before October 1 ...

    But why it only changed the word ‘will’ but not ‘is’ in the reported speech? Thank you.
