I'd like to know if "does" refers to "buy."

    Then I was wondering why "like Uncle Billy does" is positioned after "children," not before.

    The speaker is addressing the children. It could have been written thus:
    So, children, if you believe in Father Christmas, like your Uncle Billy does, buy ...
