Ignorant' and 'country bumpkin' [insulting?]

Are these insulting words, 'Ignorant' and 'country bumpkin'?
These words sounds negative in my country Japan...Is it same as in your coutry?
I guess it would be slightly different on each culture.

    "Ignorant" by itself is usually an insulting term. "Ignorant of something" might not be insulting - I am, for example, completely ignorant of wedding customs in Cambodia, and do not mind admitting that - but there are usually kinder ways to say it.
