The better Japanese sentence is " Kono koto wo iu no wa iizurakatta."
I give you an example of a situation in which the sentence will be said.
A man died in a traffic accident. It was a duty of a policeman to inform
his wife of her husband death, but he needed courage to tell the truth
to her. It was "Iizurakatta " for the policeman.

I am wondering if repeating "to say" twice (iu and ii) is necessary. I myself would say "kono koto-wa totemo iidzurakata." Topic marker -wa may be omitted in casual speech.
