In the context of the comic: Andy and Flo are a famous working-class couple in a comic strip which used to run in the Daily Mirror, an English newspaper. Andy, who is famous for being lazy, lies down for a sleep; what strikes him as he sleeps (his new idea - what he's on to) is that there's a better way of having a sleep. Not very funny, perhaps, and typical.
