I am not sure about the Italian translation of "improper grounds".
Context: "The loan was granted on improper grounds"

My attempt: " il prestito è stato concesso sulla base di motivi illeggittimi"
(la mia traduzione non mi convince proprio!)

A parte la piccola correzione sull'italiano forse si potrebbe dire il prestito è stato concesso sulla base di motivazioni erronee, per decidere tra illegittimo ed erroneo però bisognerebbe avere più contesto.
