    Acute health effects are characterized as sudden and severe, whereas Chronic health effects are characterized as prolonged or repeated.

    While these symptoms are not severe enough to be immediately debilitating, they cover a much longer time period. Coping abilities are 'swamped' not by a sudden 'high wave' of illness but by a gradually building 'long wave' which takes a long time to pass.

    I can see why you are found this confusing, as this sentence says that "they" have high levels of low-level forms of depressive symptoms. That's not very clearly written!

    Low-level forms of depressive symptoms would be less extreme, milder symptoms.
