    If you wanted to add emphasis, I would use whole.

    Korea is the only country in the whole world with a birthrate below 1.

    I think "in the whole world" is much more common than "in all the world".

    I agree 'in all the world' is uncommon. In fact, I didn't find a lot of results on Google. But I saw it in an English conversation book and I found it quite strange.
