To me, it is clear that "Deng was the proposer and decision maker of enacting martial law in Beijing in 1989". Therefore, I am curious about why the write says in parts of Beijing. Could you please tell me whether there is something I fail to cath up with? Thanks.'

    The sentence implies that there were parts of Beijing that were under martial law and other parts of Beijing that were not under martial law. If martial law was in effect everywhere in Beijing, then the sentence would appear to be incorrect.
