I'm having trouble understanding this term. Here is the context (assurance policy)

If any differences shall arise as to the amount be paid under this Policy (...) such difference shall be referred to an Arbitrator to be appointed by the parties in accordance with the statutory provisions in that behalf for the time being in force.

"In that behalf" has a different meaning to "on behalf" right?
