could anyone help me to understand this sentence? (specially the highlighted part)

The art of the Soviet era has preserved its astonishing and apparent expressive cynicism; as individual creativity was reduced to minimum in the face of canonical requirements.

    If I recall correctly, art in the U.S.S.R. was supposed to glorify the state. Most of the works produced were propaganda pieces and the like. Even with the constraints that this placed on individual expression, the artists managed to be creative.

    Where are these quotes from? It frightens me that they've all had semicolons so far.
