Mr Johnson has promised to announce plans for socially distanced work, travel and schooling. He said that it would include extensive measures to provide workers with alternatives to “mass transit” in what could herald a “golden age of cycling”.
I took this excerpt from this newspaper article. Is the part in bold a personal opinion from the journalist?

    Was "golden age of cycling" in inverted commas in the original? If yes, it suggests Johnson used those words. If no, it's probably the writer's opinion.

    A good reporter wouldn't add that much personal opinion to what Mr. Johnson said. It is his phrase.
