inbound, outbound tourism

I came across the following:

'Tourism forecasts from the TFC are derived independently from Government with strong input from key tourism and other private sector experts. The methodology recognises the interaction of inbound, outbound and domestic tourism through impacts on available international aviation and tourist accommodation supply in Australia.'

While the passage as a whole is quite understandable, these three terms: inbound, outbound and domestic tourism confuse me. I suspect that inbound tourists are those coming from abroad, the outbound tourists are those going abroad and domestic tourists are those who spend their holidays in their own country.
Am I right in thinking so?
Thank you.
