Mandarin
(1) mamin = makanan (dan) minuman, it takes the first syllable of the words to combine into one word.

(2) handak = bahan ledak, it takes the last syllable of the words to combine into one word.

Is there a rule to decide what syllable to use to combine words?

No rules. You should memorize them.

    They are just like:
    - Bapemas: Badan Pemberdayaan Masyarakat (Institution of Empowerment of Community).
    - Dandim: komandan kodim (commandant of district militer).
    - Danramil: komandan koramil (commandant of rayon militer).

Here, another ways of combining words:
    - Disperindag: Dinas Perindustrian & Perdagangan (Department of Industry & Trade).
    - Dishub: Dinas Perhubungan (Department of Transportation).
    - PP: pulang pergi (literally go home-go) => to describe any transportations with two turns of journeys.
    - RS: rumah sakit (hospital).
