Instructions: indicative vs. imperative/necessive

Here is an excerpt from a set of employee instructions from a retail company, regarding returned products:

Kuittien hallinta

Palautuksen yhteydessä skannataan alkuperäisen kuitin tiedot järjestelmään (päivämäärä, myymälänumero ja maksutapahtuman numero). Jos kuitissa on vain yksi tuote, kiinnitä alkuperäinen kuitti palautuskuittiin. Jos kuitissa on muita tuotteita, joita ei palauteta, merkitse palautetut tuotteet palautetuiksi alkuperäiseen kuittiin.

1. Is it correct that all the highlighted verbs are instructions to the intended reader (i.e., the company employee), stating what the employee should / must do in these circumstances?

2. If so, why is the indicative used in the first sentence (skannataan), but the imperative in other cases (kiinnitä, merkitse)?

Is there a semantic difference, a difference of tone, etc.?

1. That is correct.

2. The first version (skannataan) is actually passive voice, whereas kiinnitä, merkitse are imperatives. The passive voice is often used this way as it is more general, less strict. Maybe we Finns are sometimes a bit shy and willing to avoid giving ORDERS. Having said that, I personally don't like this kind of usage of passive voice in instructions because it is ambiguous as to who is supposed to perform the task.

Both of these forms are used e.g. in recipes:
a) 2nd Person Singular Imperative
Pese, kuori ja paloittele porkkanat ja perunat. Halkaise ja huuhtele purjo, leikkaa se viipaleiksi. Kuori ja hienonna valkosipuli. Kuumenna vesi kattilassa, lisää liemikuutio ja kasvikset. Keitä, kunnes kasvikset ovat kypsiä, noin 20 minuuttia.
Lämmittävä porkkanakeitto saa pehmeyttä perunasta ja kermatilkasta.
b) Present Passive Indicative
Tässä kasviskeitossa on ihanan täyteläinen maku, sillä keittoon lisättävät kasvikset paahdetaan uunissa ennen niiden soseuttamista. Kun kasvikset ovat paahtuneet, ne soseutetaan veden, öljyn sekä mausteiden kanssa ja lopuksi keitto vielä kiehautetaan. Valmis keitto tarjoillaan itsetehdyn salsan sekä ranskankerman kanssa.

Do you think that it's significant that the quoted paragraph/section begins using the sentence with skannataaan, and only afterwards switches to imperatives?

Do you think that it's significant that the quoted paragraph/section begins using the sentence with skannataaan, and only afterwards switches to imperatives?

My feeling is that the switch happened because of the "jos" in the beginning of sentences; the instruction there feels ikään kuin (sorry idk how it's in English) more directly toward one person.
