    La volatilidad del mercado de los seguros es más problemática en la medida en/puesto que implica establecer/crear tarifas.

    I've been staring at this for a couple of days, and I'm convinced that either (1) we don't have the entire sentence in the English original, or (2)The English is extremely awkward.

    I found the study from which the phrase comes, but it's a paid subscription site, so I ask Sandru to give us the preceding and following sentences.

    The translations offered so far both look fine, but something is wrong with the original.
