Few other issues have prompted the kind of intensity and conviction that Gov. Jon S. Corzine shows when he talks about preventing even one more execution. (source)

What does "conviction" mean here?
I have trouble understanding "prompt the kind of conviction that he shows." Please explain this example to me, thanks.

have a conviction = have a strong feeling of being convinced

prompt a conviction = promote/provoke a strong feeling of being convinced
