Yes, it means how many times does three go into six. i.e. imagine that six is a box with enough room for six tins. Three is a multi-pack of three tins. You can fit two multi-packs of three tins into the box for six tins. That what it means, if you keep adding three to three, how many times will you have to do it before you can make six.
