At the right top corner of an Iraqi certificate, the phrase: سعر المفرد 250 دينار
So what is meant by سعر المفرد

    Why would it perplex the reader? The meaning is pretty clear.

    'Unit price' is another possibility, but it depends on the context.

    قيد التسجيل is a civil log of citizens, usually divided into families. Each member of a family, however, gets a single citizenship certificate or شهادة الجنسية. So while it could mean the price of a copy, it might also mean the fees for issuing a single certificate for a single person.

    It seems strange in any case, this is usually what you find in price lists such as a bill, or sometimes on merchandise in shops, especially if the price for buying in bulk has a discount. It seems strange up there.

    Just to be sure I asked my brother what he thinks and he shrugged his shoulders saying “does that mean you can buy it in bulk?!” 😆.
     
    Considering the condition and the style of the paper, there is no way it is from the fifties. You can also see that the person was born in 1979 and still I don't think this paper was printed before the 2000s. I also don't think it's a copy of an original because those are usually printed without colours, and the handwriting and stamp seem to be genuinely on top of the paper.

    My guess is that it is the price of the template itself. Like you pay for the paper to be printed and then you take it to be filled by hand. The price is written to avoid dishonesty and inflating the price I suppose.
