When you make a community work, he adds, “you can really affect the quality of life for the vast majority.” And here is the good news: traveling around America today, you will find so much innovation hap-pening at the community level. It is the opposite of what is happening on Capitol Hill. “The innovation needed to address the challenges facing our society is already sprouting among us bottom-up,” concludes Grinstein.

Does the bolded part mean the source of the innovation is ordinary people at the community level?

    It depends on what you mean by ordinary. It still takes leadership to create something new and the people who do those things are above average, talented people. But they are above average at the local level and don't have national reputations so are often overlooked as "little people".
