Is expired/has expired

I would be pleased, If any of you could clarify the two sentences below.Do the following sentences convey the same idea?
Your licence is expired.
Your licence has expired.

    Yes, but the second sounds more idiomatic. "Expired" as an adjective tends not to be used postpositively. We could say "You have an expired licence", or "This is an expired licence", but "This licence is expired" sounds a little odd.
