Hello,

I don't know whether I should use present or present perfect?

My diploma is issued/ has been issued in two languages. The first page is in Farsi and the second page is in English.

    That depends on the context. Both tenses are valid.
    So are: the past tense 'was issued' and the past perfect 'had been issued'. All are correct.
    Which one you should use depends on the context: the surrounding text.
    What is the preceding sentence?

    Thank you Wandle for your response. My sentence begins with,''I have also included a certified copy of my diploma and grades.'' Then if I say, ''My diploma was issued in two languages.The first page is in Farsi and the second page is in English. '' should be correct. Am I right?

    it is better and more concise. If you are submitting it with a required word count and you need the number to go up, then choose the second option.
