    I'd rather say : "c'est cuisiné" instead of "il" as I guess it's about a meal...
    (or "Est-ce que ce plat est cuisiné ? Oui, il l'est (sous entendu "cuisiné") )

    Are you trying to ask whether the food _has been cooked_ (e.g., as opposed to being raw, like a salad), or whether it has _finished cooking_?

    I think you are right. But you can also say it in a shorter way:

    Is it cooked? Yes, it is.

    So, it's "est-ce que c'est cuit ?". ;)
    (we often ask "Est-ce que c'est prêt ?" for something cooked which lasts long, especially if we are hungry...)
