with the meaning that Are there enough shops in Slovakia.

I reckon you can use saturated in these two ways, though a question and answer in a headline seems a little unusual.

What are you writing all these headlines for?

I think saturated in this sense has a negative connotation. You seem to be saying there are far too many shops. I would not use it myself.
