Eddie and Roger in a car driving to the Maroon Cartoon Studios to talk to Maroon. Roger looks afraid. He says:
- Let's forget it, There's nobody here.
- Is that it, or are you scared?
'Who Framed Roger Rabit', movie

I'm often confused by such phrases. For example, why is it not "Is it that?"?
Is that it? = Is the reason you said this your thinking that there's nobody here?
Why not:
Is it that? = Is the reason you said this your thinking that there's nobody here?
Thank you.

for he same reason you say 'that's it!". You'll never hear "it's that!" but "that's it, you got it right!'. Hence the question "is that it?"
