Is this a verbal phrase complement?
I told him to play.
What does it modify? the whole verb phrase "told him"?

    'To play' is a verb phrase there, and it's a complement of the verb 'told', which has two complements: an object and another. The second complement can be an infinitival verb phrase, or a content clause (a that-clause with or without 'that'), or a noun phrase:

    I told him to play.
    I told him (that) he could play.
    I told him the truth.
