Hi,

. The person responsible for the drafting shall be experienced and knowledgeable about these regulations and rules. It’s not sufficient for him to be a jurist; instead he shall be a legislative drafting professional having great knowledge of all the aspects of this vital legal field.

Is it correct to say "it’s not sufficient for him to be a jurist"?

    Yes = that he is a jurist is not enough; he needs to be more than a jurist.
