    "It", the thing possessed, is the subject (although only implicit in Spanish), not the object, so you do not want "lo" o "la" in your first sentence. (Le pertence" is possible, where "le" represents the person to whom "it" belongs.)
    It belongs = Pertenece
    Your second sentence is correct. The pen belongs to another student.
