    What it literally means is that, of all possible ways to make a picture, this is not the worst way.

    What it really means is that this is probably an unusual way to make a picture, but it's actually quite good.

    It's meant quite literally. There are many ways to make a picture, and the way he/she/they chose to make one is not the worst way. The implication is that it's not the best way either.
