(it) sure is too bad

    SCOTT: Your grandma?
    CARTMAN: It's not really your concern. It's just that... Well, my grandma's in the hospital. She's very sick.

    Is it an "it" that was omitted -- "It sure is too bad"? Is it informal style, right?.. Thank you.

    You're right - it's because of the very colloquial speech that the speaker omits the "It".
