    Please give us a complete sentence.
    There's a condition implied e.g. if she were asked to comment on the situation.

    It is a hidden theoretical condition "...she thinks that it would be grossly unjust on her part [if she were] to speak[about it].
    If we replace it with "will", what would the sentence mean?
    It would mean that the person who wrote it had not paid attention in the English class.
