jog the steps

Dear all, could you please help me out with a difficulty in a novel by Dennis Lehane "Gone, baby, gone"?

In the stands, a small group of people had gathered--runners, mostly, who’d stumbled on the game as they prepared to jog the steps, one tall guy sitting off to himself, long legs propped up on the rail, baseball hat pulled low over his eyes.

I would surmise that 'to jog the steps' means to perform an excersise, to run up the stairs of the stadium. Is this correct?
