Where did you hear or read this phrase?
Could it have anything to do with 'Jenny from the Block', a song by Jennifer Lopez?

Julieta, please tell us where you read or heard this, quote some of the text in which it appears (up to four lines) and provide some background on it.

It has no real context, it is just a song talking about a guy who is quite a weirdo and at the end he says something like "I'm still Johnny from the block". Maybe he tries to mean he is just a regular guy as anyother in the neighbourhood?

That would be my guess. Unless he is in prison and he is from a prison block.
