Aren't they both temporary workers?

Gracias por su ayuda.

I googled it, and this is what I found: "Los eventuales están sometidos a contratos por duración determinada mientras que los interinos permanecen en sus puestos hasta que se cumpla la condición que dio lugar a su nombramiento, es decir, que su puesto sea ocupado por su titular, un funcionario de carrera."

Eventuales may be hired for say 3 months, when extra people are needed for whatever reason, while interinos are covering for a funcionario de carrera. In my experience, interinos may be working for longer periods of time, because goverments don't have as many funcionarios de carrera as they really need in case they need fewer at a different time. These extra workers are also funcionarios interinos. They aren't really covering for some specific person.

Based on the excellent definition provided by nanel, it seems that the answer is "yes".

I haven't heard of this distinction being made in the U.S. between different types of temporary workers, but I'm sure such contract arrangements exist somewhere in the anglosphere.

I would use the following translations:
    eventual - temporary employee
    interino - interim employee

In the case of the doctors in Madrid, I imagine that the "interinos" could be there for ever unless Ayuso decides to hold official exams to admit new "funcionarios" (which seems unlikely). If she did and the "interinos" applied, they would probably score extra points for having been "interinos". Or, at some point, somebody might hold exams specifically to convert the "interinos" into "funcionarios".
