D’ailleurs, eux les invitent régulièrement sur leurs frais de représentation qui ne sont pas accessibles pour le commun des mortels au SEAE (les CDD monopolisent en général tout), ce qui est quand même moins élégant… A quand un statut de numéro deux en dehors des considérations comptables du tableau des effectifs qui demande une décision de l’autorité budgétaire, la reconnaissance est avant tout une question de politique des carrières ?

What is more, they are often invited out by these colleagues on their entertainment expenses, which are not available to the ordinary mortals at the EEAS (with those on fixed-term contracts generally having a monopoly), which is somewhat less elegant… When will we have a number two status outside of the accounting considerations of the establishment plan requiring a decision by the budgetary authority, whose recognition is above all a matter of career policy?

    Here we can only guess . I think the question mark is misplaced . The question is 'à quand . ..?' and from 'la reconnaissance . ..', it's an affirmation .

    Meaning: la reconnaissance is not only about money .
    You can try 'as recognition is...' or' recognition being ....'
