What is meant by" laying siege" in the following sentence: "-laying siege to it with my eyes while I considered my plan of campaign." (Taken from The Asperen Papers for Henty James)?

    We need a bit more context but I'm guessing the person is looking at something and when he's laying siege to it with his eyes, he's looking at that thing very closely and carefully, analyzing every detail.
