In the article of the NY Times: Trump's Speech at the U.N. Trigers Laughter--and disbelief, there are sentences as follows.

In a perplexing comment on foreign aid, Trump said that the United States is generous with its foreign aid -- even though his
Administration has, in fact, boasted about its aid cutback -- and he them complained that "few give anything to us."
The comment led Kogan to muse,"The world must look on in amazement, and apprehension, while the richest and most powerful
country in the world complains of the bad deal it's been getting."

Question) Please teach me what the word muse mean in this context.
