Hello, sunj029, and welcome to the forum.

(Please remember that "i", meaning myself, is always capitalized in English.)

You need to add "the" to both sentences:

The library is a place I love to go.
I love to go to the library.

I don't see any significant difference in meaning between the two sentences. They both communicate the same idea.
