lowly cod

Does "lowly" in the "lowly cod" means merely "simple"? Or is it another specification concerning the fish?

For example: "Although most European nations were first drawn to Northern America by the lowly cod..."

    It's more the sense of "humble". Cod lacks the high status we give to more expensive fish like Dover sole or turbot.
