"I am sorry I did not make it over as I was out of town."

Is make it over a correct choice to say come over?

    I would say that it's acceptable in a casual context.

    There are of course many other possible variations, such as "I'm sorry I couldn't make it [over / there] because I was out of town" or "I am sorry I couldn't come over as I was out of town."
