Does "makes this welfare distinction plain" mean "makes this animal welfare distinction plain"?

It does not look to mean human welfare to me. It appears to reduce the suffering of animals. UK media or scientists have ever pointed out that fishing causes enormous suffering of the animals in the sea.

    Even more specifically, of course, the distinction is between animals that are stunned before being slaughtered and those that are not.
