Hi,
What does "making up a shrinking portion of the electorate" mean here? does it mean "small amount" or something like that? Why did the writer use "make up" here?

“By 2016, the country was more diverse, more urban, and more college-educated, with working-class whites making up a shrinking portion of the electorate.”
